The training program has been designed with a specialized and practical orientation, focusing on the analysis of core PPA clause groups in relation to issues that frequently arise during negotiations between electricity buyers and sellers. The program addresses typical challenges such as unresolved disputes over electricity pricing and adjustment mechanisms, inequitable risk allocation, ambiguities in capacity dispatch commitments, and financial requirements needed to ensure the bankability of agreements — all of which tend to prolong negotiations or hinder consensus between the parties.

Center for Energy Information and Electricity
Market Development

The Center for Energy Information and Electricity Market Development (EAVCED), a unit under the Electricity Authority of Vietnam, was established pursuant to Decision No. 935/QĐ-BCT dated 02 April 2025 issued by the Minister of Industry and Trade. EAVCED was formed through the merger of the Center for Training and Electricity Market Research Development (formerly under the Electricity Regulatory Authority of Vietnam) and the Center for Energy Technology and Information (formerly under the Electricity and Renewable Energy Authority). EAVCED is mandated to conduct training and human resource development activities, provide consulting services in areas related to electricity market and energy development, undertake project management, and carry out scientific and technological research.
